ICA's default rule is that both ears must be visible, which catches out plenty of applicants with hair covering one ear. Wearing a tudung for religious reasons swaps that requirement entirely: ears no longer need to show, but the entire face from forehead to chin must stay uncovered and shadow-free, with the fabric sitting at or above the natural hairline.

MYICA APPLICATION

Every Singapore passport application and renewal runs through the ICA MyICA portal, unlocked with a SingPass login. RULES TO GET RIGHT
Singapore photo rules beyond the size
- Photo must be 35mm wide by 45mm high when printed; digital uploads must be at least 400×514 pixels in JPEG format.
- Background must be pure white (#FFFFFF) — off-white, cream, or any tinted background is not accepted by ICA.
- Face (chin to top of head) must occupy 70-80% of the photo height, approximately 25-35mm.
- Photo must be taken within the last 3 months and reflect your current appearance.
- Both ears must be visible — hair must not cover the ears.
- Religious head coverings (e.g. tudung) are allowed, but the full face from forehead to chin must remain visible.
- Neutral expression with both eyes open, mouth closed, looking directly at the camera.
Baby / infant photo rules
For a baby's Singapore passport photo, the same 35x45mm pure-white-background format applies. The baby's eyes do not need to be fully open for infants, and no forced neutral expression is required. Photograph the baby alone against a plain white background with no toys, pacifiers, or hands visible.
