Reusing an old 2x2 inch (51x51mm) square photo is currently the single most common reason Indian passport photos get rejected. The square format stopped being valid on 2025-09-01 — if your last photo predates that, take a new one rather than cropping the old file.
2025-2026 Indian passport photo rule changes
2025-09-01
India adopts the ICAO Doc 9303 standard, replacing the 51x45mm square with a 35x45mm rectangle for all new passport applications — the same dimensions used by the UK, the EU, and Australia.

Face-height guidance tightens from 70-80% to a stricter 80-85% of the frame. A photo cropped from the old square almost never clears this ratio, so most applicants need a fresh shot rather than a resize.

RULES TO GET RIGHT
India photo rules beyond the size
- India switched to a 35x45mm ICAO-standard photo on 2025-09-01. The old 2x2 inch (51x51mm) square format is no longer accepted for passport applications and is currently the single most common reason photos get rejected.
- Online upload on Passport Seva must be exactly 630x810 pixels, JPEG, 250KB or smaller, on a plain white background — the portal's automated (AI-assisted) check is strict about pixel dimensions and will fail submissions that are even a few pixels off.
- Face must fill 80-85% of the frame — a noticeably tighter crop than the old 70-80% guidance, so photos taken for the previous rule often need to be retaken, not just resized.
- Glasses are not allowed under the new rules, even clear lenses, unless you have a documented medical exemption.
- Background must be plain white — off-white or textured backgrounds are still a common reason for rejection at Passport Seva Kendra (PSK) counters.
- Do not wear white or very light-colored clothing — it blends into the white background and can trigger rejection.
- Neutral expression, mouth closed, both eyes open, looking directly at the camera.
- Head covering is allowed only for religious reasons, and your full face from chin to forehead must stay visible.
- The old 51x51mm (2x2 inch) format still applies for some non-passport uses — OCI (Overseas Citizen of India) card applications and certain overseas missions such as BLS Canada may still ask for it, so check the specific form before reusing an old photo.
Baby / infant photo rules
For a baby's Indian passport photo, the same new 35x45mm white-background format applies, but the baby's eyes do not need to be open and no forced neutral expression is required. No toys, pacifiers, hands, or other people should be visible in the frame.
